Foreword

On December 16, 1972, the late President Chiang Ching-kuo, in making an important urban development policy statement when he was Premier, gave the following instructions:
"In order to be effective in developing a public water system island-wide, a water supply corporation must be established immediately at the provincial level. At the same time, we must speed up the implementation of long-term plans for the development of water supply that would concentrate human and financial resources, increase investment benefits and reduce operational cost." In accordance with these instructions, the Taiwan Provincial Government, on April 1, 1973, set up a preparatory office for the Taiwan Water Corporation (TWC), which would draw up plans for unified management and long-term development.
The TWC was formally established on January 1, 1974. Incorporation of the 128 water works of Taiwan Province and Kaohsiung City into the system was under-taken in three stages and completed on March 1, 1976.

 

Prefacecompany

The Eleventh Branch of TWC was established in August 1976. The areas we serve are all located in Changhua County (The water supply of Fenyuan Township is conducted by the Fourth Branch), covering 25 villages and towns. The number of households is more than 320,000, the population of water supply is more than 1.2 million, and the percentage of water supply reaches 93.28 percent. Restructured as a state-owned enterprise in July 1999, Taiwan Water Corporation has since then made vision, efficiency, and service as bases for all our thoughts and actions from which to derive our innovative measures. We aim to achieve four central goals: modernization, efficiency, technology, and rationalization. Eventually, we mean to accomplish whatever missions assigned by our superiors and to create profit and better service quality for our customers.
